赵刚环顾四周：“看看，这就是德国人的思维，我们泱泱大国，难道就没有这样的志气！”
这话说得有些重了，一般的人都不敢接着说了，唐绍仪心里话也被堵在嘴里，只有詹天佑脾气直，站出来替唐绍仪说话。
“赵司令，你常说大清朝和日本开战，是不明智的。那你这种做法，与清朝何异？”
“问得好，清朝与日本比，吏治腐败，军事落后，开战乃不得已为之。但是主战派强迫开战，这就是以弱击强，这叫愚蠢。”

由于缺少必要的监督，只要你有权利在军队你基本可以为所欲为。没有权利部门的制约，没有新闻的监督，没有一个人敢对你说“不”字。军队的权钱交易基本上已处于公开的状态，估计把全国握有实权的团以上军官都枪毙了的话，95％的人都不会喊冤。
更可悲的是广大的基层官兵，似乎已经适应这种状态。军队的人才，逐步已经沦为了“奴才”。即便你有才能，当需要你坚持真理时，有几个人会拿自己的前途开玩笑。领导说啥就是纱，不管对不对。这真是中国的悲哀。

体制的僵化，必然导致思想的僵化。几十年来，张国的战略思想基本上还处于上世纪60，70年代美军的战略思想。所谓的新军事思想，不过都是抄袭外军的战略思想。但是又不能学习到其中的精髓，只能是“雷声大雨点小”。没有先进的武器，可以买；没有先进的战略思想，即便拥有最先进的武器，也是徒劳。
